Still, the report is not flattering to either country. Admittedly Bulgaria now has a larger incentive to improve in time for the next report. Perhaps Romania, not wanting to be outdone, will be forced to make visible progress in its fight against corruption…or it may become complacent calculating that they could pull this off again.
